After IOB, RBI may pull up Allahabad Bank, Central Bank of India and Andhra Bank

The Reserve Bank of India may now turn its focus on Allahabad Bank, Central Bank of India and Andhra Bank as their dodgy loans and provision for loan losses are getting precariously close to that of Indian Overseas Bank's -the bank on which the central bank has imposed restrictions on branch expansion.

On Monday, the Chennai-based Indian Overseas Bank had informed the Bombay Stock Exchange that the RBI has initiated a Prompt Corrective Action (PCA) on the bank, which is triggered if bad loans rise above 10 per cent, capital adequacy ratio slips below 9 per cent, and return on assets falls below 0.25 per cent.

According to a report by Asian Markets Securities, in case of some public sector banks, the gross impaired loans -which includes gross non-performing assets and gross restructured loans -have crossed 15 per cent. This comes at a time when demand for credit has dried up and slippages continue to be at an elevated level which in turn could hurt banks' earnings.

The report says that as on March 2014-15, the gross impaired loans of Central Bank was 21.3 per cent, Andhra Bank's was 16.4 per cent, Allahabad Bank's was 16.6 per cent and Punjab National Bank's was 15.9 per cent. During the same period, the provision coverage ratio -the total provisions set aside to write off bad loans -is less than 60 per cent.

Banking experts said the move to impose PCA on Indian Overseas Bank was taken after the RBI inspected the bank and found several irregularities.

The bank cannot open new branches, declare dividend and recruit new employees without RBI's approval.

"However, the regu lator has not placed any restrictions on lending, which means that the regulator is more concerned about the way the bank is run," they added. In a notice to the ex change, the bank has said that "this action will not have any material impact on the growth prospects performance of the bank. The directions given by the RBI are for improving its internal controls and consolidation of its activities".

In the past, the central bank had initiated Prompt Corrective Action on United Bank of India after it came to light that the bank's bad loans were much more than declared.

The restrictions were, however, lifted after two years once its performance improved.

Andhra Bank ‘poised to go national’

Andhra Bank will emerge as a truly national bank, with a presence from Kashmir to Kanyakumari, while maintaining its growth in Andhra Pradesh and Telangana, its Chairman and Managing Director C.V.R Rajendran said.

He was addressing customers and the public after inaugurating the Sagarnagar branch in the city on Thursday morning. He said that during the past 16-18 months the bank had added more than 600 branches. "We have 2,500 branches at present and in the next one or two years we will add 1,100 branches more. Many of the branches will be outside AP and Telangana. It does not mean we will neglect the two states, our stronghold, but we will focus more on other states. The bank can no longer remain confined to the two Telugu states. It has to emerge stronger and face competition," he noted. He said AP and Telangana accounted for 51 per cent of the business of the bank at present, but it would come down to 35 per cent, with the growth in other states. "Ideally, we want to have one-thirds of our business in AP and Telangana and the rest in other states," Rajendran said.

He said the bank would focus more on retail lending. He said the agricultural debt waiver schemes of the AP Government and Telangana had hit the bank in both states, and the lending had been affected.

Referring to the NPAs (non-performing assets, or bad loans), he said bank staff were working to recover them. "Our employees are peacefully exerting pressure on the borrowers to pay back the loans. There is nothing improper about it. We are employing Gandhian methods. We are not sending goondas in the guise of recovery agents like the private banks," he said.

Rajendran, who is retiring soon, said, "The worst period is over for the bank. We are at present doing business of Rs 2,85,000 crores, of which Rs 1,30,000 crores is advances. We will cross the Rs 5,00,000 crore mark in the next few years."

Andhra Bank’s net profit increased four-fold to Rs.202 crore in the third quarter ended December 2014 compared to Rs.46 crore in the year ago period.

Gross non-performing assets (NPAs) and net NPAs stood at 5.99 per cent (5.55 per cent) and 3.70 per cent (3.65 per cent) respectively. The bank was adversely affected by the delay in the roll-out of agricultural loan waivers in Andhra Pradesh due to problems such as multiple accounts. Andhra Bank to get capital from govt; no merger threat for now

Andhra Bank has almost got a new lease of life and there is no merger threat for the bank for now. The Government is set to grant a capital of about Rs. 200- 300 crore.

The issue of mergers came up for discussion in the two-day bankers meet held in Pune last week and the view is that no bank is in a position to support another bank in view of the prevailing economic conditions, CVR Rajendran, Chairman and Managing Director of Andhra Bank, told BusinessLine here on Monday.

This, in effect, gives a new lease of life for Andhra Bank, the only public sector bank from Andhra Pradesh.

Last week, BusinessLine reported that the bank was facing threat of merger in view of high non-performing assets from big corporate clients, especially from the infrastructure sector.

It has also been decided that the issue of merger/amalgamation will be board-driven and not be pushed by the Government, said Rajendran, adding that: "In addition to capital from the Govt, we will be raising another Rs. 500 crore next month which should give us about Rs. 800 crore. With the previously-raised Rs. 500 crore tier – I capital, we will be comfortable.’’

BUSINESS

The bank with a 5.99 per cent non-performing assets in September 2014, will continue to focus on retail and small and medium enterprises. Once the loan-waiver completes in Andhra Pradesh, it hopes to have agriculture portfolio back in the prime.

"The recovery efforts are also on track and by March, we hope to bring down NPAs drastically,’’ he said. It had set a target earlier to bring NPAs down to 4 per cent by the end of current financial year. In the first two quarters, it had recovered over Rs. 2,200 crore NPAs.

Andhra Bank Officers Union had also expressed its complete cooperation in any recovery efforts being planned by the management.

Andhra Bank’s individual identity will be protected: Officers’ Union

Andhra Bank Officers’ Union has on Thursday said any proposal to merge Andhra Bank with other banks will be contested in all possible ways.

Responding to news on the threat to bank in view of high Non-Performing Assets (NPAs), its General Secretary I. Haranath said when similar situation emerged in 1995-96, bank came back to profits within a span of 30 months.

``Like wise we definitely cross the hurdle. If we get back the debt waiver promises made by the respective State Governments in full, NPAs is not a problem for the bank,’’ he said.

Major NPAs were due to high net worth borrowers from the infrastructure which went bust on account of government policies not because of employees,’’ he added. Andhra Bank was growing fast with a pan India presence of 2,200 branches as on now and planning to open another 200 branches by March end.

``Hence, any hasty decision of GoI/MoF for mergers will be fought and the identity of the bank will be preserved by taking the support of top management, politicians, stakeholders, strong and dedicated 22,000 staff of the bank,’’ he added.

The employees would stand by the decision of the top management for any action programme formulated for recovery of stressed assets in coming months, he added.

Andhra Bank recovers Rs200-cr bad loans

Andhra Bank has recovered about Rs200 crore non-performing assets (NPAs) in the last three months.

“Both recovery and upgradation of stressed assets have been high during the current quarter,” CVR Rajendran, Chairman and Managing Director of Andhra Bank, told BusinessLine here.

With this, the total recoveries for the bank stood at
Rs2,200 crore. At the end of September 2014, the recovered amount was Rs2,000 crore.

Slippages also high

However, things are not entirely rosy. “Slippages have also been high,” Rajendran said. This is mainly on account of non-performance of previously restructured loans and increased stress in infrastructure segment. “We are likely to have some more restructuring,” the CMD said.

The crop loan waiver scheme in Andhra Pradesh and Telangana also hit the primary sector performance.

“The recovery has not happened on expected lines. In Andhra Pradesh it is almost nil while in Telangana it is better at 70 per cent,” he added.

Though Andhra Bank continues to focus on retail lending, which grew robustly in the second quarter, there is a general slowdown in the home loan segment. On the corporate credit front, there has been no improvement.

“There has not been a single project in the manufacturing and small and medium enterprises,” Rajendran said.

ATM charges

From December 1, Andhra Bank has started imposing charges on ATM transactions, in line with the RBI’s recent permission in this regard.

This is expected to give some relief as Andhra Bank is paying
Rs3 crore to other banks by way of ATM user charges.

Last week, Andhra Bank completed raising
Rs500-crore in tier I capital by way perpetual bonds.

It has plans to mobilise another tranche of
Rs500 crore in February after the RBI’s monetary policy review as interest rates are expected to come down, according to Rajendran.
